No, it’s a very old weapon to engineer social changes. Our government has been doing this for 30-40 years now, from cigarette taxes to gas taxes to card room taxes – they jack up taxes on whatever they don’t like. The recent 90% tax on corporate bonuses, retroactively, is called a “bill of attainder”, and is specifically outlawed in our constitution. It labels certain people personna non gratis and attempts to seize their assets. It’s also ex post facto law. We’ve basically thrown the Constitution in the trash.
