No, the application process under round 3 is different. Unlike previous rounds, it uses a two stage application process. Researchers are first asked to submit an Expression of Interest by July 5 (11.59 pm Eastern Standard Time) through an online application system. Only teams whose Expressions of Interests have passed the first screening will be requested to submit a detailed application by August 13 (11.59 Eastern Standard Time).
