(S.M. 2/5) In combat you may enter your inventory for free, however you may only move items in your primary/secondary/shield/ammo slot if you have a move equivalent action free (or, if you have the quickdraw feat). In which case it is free to move items in/out of those slots. There are also equipment combinations that you can toggle between.
