To the best of my understanding, after independence and before democracy was established, the decision of Prime Ministership was to be decided by the Congress by majority and Nehru was likely to get the majority. Jinnah, therefore, insisted on partition. As Gandhiji was not in favour of partition, he suggested that Jinnah be allowed to be the prime minister of India which was not acceptable to Nehru and Sardar. This has led Jashwant Singh hold them responsible for partition which is not justified. Now, if we examine this point from a different perspective, had Jinnah become the prime minister of united India, India would have been having the same constitution as that of the Pakistan after its independence. The biggest flaw of that was that all the three wings of military had a single chief who became so powerful that Pakistan continued to reel under military dictatorship for most of the time.
