You have interpreted the policy correct partially. The policy prohibits buying office supplies over the counter from commercial businesses. Similarly, GSA Advantage, JWOD.com and other on-line sources are no longer approved. However, FISC San Diego does have two Virtual ServMart contracts which can be accessed online and will soon be available on the DOD EMAIL.
