Is the tax refund check actually come out of our 2008 taxes?

The stimulus payments are an advance on a credit coming on 2008 taxes. So – if you qualify for the credit, but don’t get a stimulus check this year, you’ll get it with next year’s tax return. If you get the stimulus check this year, it’s subtracted from next year’s extra tax credit, though the word is that if you get the check this year, and don’t qualify for the credit next year – you will NOT have to repay it.
