Yes. RushCard charges a fee of $1.95 for this service ($3.50 at ATMs outside of the US), and you may also be charged a fee by the financial institution that owns the ATM. The RushCard fee is used to cover charges which RushCard must pay the financial institution that owns the ATM for the transaction.
