Is there a concern that conventional ballistic missiles could be misconstrued as a nuclear launch?

A. I think there are ways to prevent that from happening, in how you deploy them, the trajectories that they fly, etc. It’s a valid concern to be put on the table, but I don’t think there are show-stoppers in working your way around those issues. I’m a proponent for a prompt conventional global strike capability. If there is a capability in a country of interest to attack our space assets, and we could hold that capability at risk, speed is important because the frequency that satellites go around the world and over these countries, with the appropriate force deployed, they could in a day or two really do serious damage to us. So time matters. Right now, we have a very responsive system that can target any place on the planet, but it’s nuclear. I think it’s important to offer the president options other than just nuclear for this case, and so that’s why I’m a big proponent for prompt conventional global strike capability.
