Is there a leash law in Ottawa regarding dogs?
A. Police Chief Brian Zeilmann said Ottawa does have a leash law, covered under two sections of the city ordinances. First, according to Section 18-41, control on streets, It shall be unlawful for any dog to be on any public street, sidewalk, alley or other public place unless such dog has a collar firmly attached around his neck with a license tag for the current year attached to such collar and must be on a leash, in an enclosed vehicle, or attended by its owner or keeper. This ordinance specifically refers to the necessity of a leash but only addresses public property. Section 18-42, running at-large, specifically addresses a dog found anywhere outside of the lot lines of the address where it belongs (including private property), stating, It shall be unlawful for any dog to run at-large within the city. Any dog found outside the lot lines of the premises occupied by its owner or keeper shall be deemed to be running at-large unless such dog is firmly held on a leash or is in an enclo
