This delay is typically not a bandwidth issue but more with the time the software needs to process and display the new data. In cases where bandwidth does not exist, usually at the level I facility, there is a process to manually export encounters and import them into a facility with connectivity. Additionally, MC4 does not transfer data via the SIPRNet. MC4 networks operate on NIPRNet or very small aperture terminal (VSAT) connectivity.
