Its a speech in which she announces she’s suspending her campaign, not conceding anything. A concession speech is one in which the candidate completely and irrevocably throws in the towel and admits defeat. A speech where a candidate announces they are suspending their campaign is when they throw their support to the other candidate, but leave their options open and can still accept campaign contributions to pay off their campaign debt. If something were to happen to Obama, Hillary would then be the front-runner and presumably inherit his delegates.
