Which one you want depends on what you consider “no frills”. Personally, I like links for a tiny, no frills browser. Lynx works great but is text only (Windows binary available here). Links is a more robust text-mode browser (supporting tables and a few other things Lynx doesn’t) and is available here (you need the DLLs) or as part of CygWin. Opera is quite fast but more bloated than I want in a “tiny, no frills” browser. Amaya is an interesting browser. The speed and resources can vary quite a bit between releases as it is a “test bed” browser that often has features before (sometimes long before)
