Answer Hi Kevin. There is no other way to seal a concrete tile roof that I am aware of than using mortar. It is possible that during the tenting process, something, or someone, either cracked or broke the seal around the turbine. One method to reseal the area may be with a good quality concrete/metal caulking. I believe something suitable should be available from Home Depot or Lowes.
