Nursing staff do not have to be hired before an award is made; however, some staff must be in place to implement the program by Sept. 1, 2008. Implementing agencies will have approximately three months between announcement of grant awards and program implementation to hire nurses. If implementing agencies choose to hire nurses before the Sept. 1, 2008, implementation date, they may do so at their own financial risk.
