I assume you mean courses rather than major. The Civil Engineering major at UCLA is excellent. They have courses related to your topic as well, and you even have the option of creating your own field of study with Dean approval. It is probably a good idea to major in Civil Engineering and minor in your specified field. Work experience is mostly what employers look for aside from college education, so be sure to apply for internships within your desired field.
There are other schools that undoubtedly offer a similar solution, but I am most familiar with UCLA.
