Is there any way that we as permittees can deal directly with Reclamation?
It is difficult because your agreement is with the concessionaire, and Reclamation has a contract with the concessionaire; there is no formal agreement between Reclamation and permittees. Since there are approximately 1,250 permittees at Lake Berryessa , it would be impractical for Reclamation to deal directly with the permittees without the involvement of the concessionaire. Day-to-day management and contact with permittees is one of the major responsibilities of the concessionaires at the lake.
