In order to develop film properly, you still need some specialized equipment-namely developing tanks and reels. This represents a relatively small initial investment, though, and once you have these there are a couple of “home brew” options for chemistry. Probably the most commonly encountered is a solution of caffeine and sodium carbonate, which forms a somewhat effective developer. The usual source for the caffeine is instant coffee, and the sodium carbonate comes from washing soda(not the same thing as baking soda, sodium bicarbonate). Another one is a solution of ascorbic acid, otherwise known as vitamin C. A quick web search can lead you to exact formulas for either of these. One thing worth mentioning, though. The only reason to use either of these developers is for their artistic value.
