Is there smooth muscle in Veins and Lymphatics?

Yes. In veins, the layer of smooth muscle is called the tunica media and although significantly less thick a layer when compared to arteries it is still there. In Lymphatics the layer of tunica media is even less than veins and not even present in the initial lymphatics but in the deeper and collecting lymphatics the vessels are pulsatile due to the tunica media and the pulsatile effect is innervated from the autonomic nervous system.
