This answer is very vague and I apologize for that but the research I put up on the Internet seems to refer to a college called Evergreen State College. I believe that they use loads of marijuana there and that is why evergreen is related to marijuana. Also, it might be “The Evergreen State” though I’m pretty sure it’s the college, not the state for which this is named for (if there is a state). I’m really sorry I couldn’t help you out more but this is what I found out. Maybe you should Google it and click on some of the sites that you found. That might help you out more.
