I’ve heard that waste treatment facilities discourage recycling?

Absolutely not! Other European counties have shown that high rates of recycling can coexist with waste treatment facilities. For example the Netherlands recycles 50% of its waste whilst recovering energy from approximately 40%. In the case of a thermal process, many of the materials collected for recycling and composting (metals, glass, green waste) are less suitable. Leftover household waste contains enough combustible materials to allow an energy recovery process to work. Whatever technology is chosen, recycling and waste reduction remains a top priority. We must recycle first and then try to recover more from the waste left over.
