There are many valve boxes that are made with special pop out areas for wires and pipes. They’re designed so that the hole cannot be entered by a critter from outside the box. The pop out piece doesn’t come all the way out; it’s still connected on one side so that you have a tight fit for the pipes or wires. This type of system should greatly discourage the invasion of critters into your valve boxes.
