May a person who does not qualify as a child placement staff conduct foster home inspections or supervisory visits?
No. Even if these inspections/visits are in addition to those required by minimum standards, the person is not qualified to evaluate the foster home or provide technical assistance to the foster parents. Minimum standard 749.663(a)(7) lists “monitoring and providing support services to foster parents” as a responsibility of child placement staff. Child-placing agency staff who are conducting inspections or supervisory visits at foster homes, regardless of the conditions under which these occur, must meet minimum qualifications for a child placement staff.
