No. Rule 40(2) defines judges for purposes of the jurisdiction of the Judicial Conduct Committee as including: all full-time or part-time judges of the Supreme, Superior, District and Probate Courts; a full-time or part-time master; a referee or other master; a court stenographer, monitor or reporter, a clerk of court or deputy clerk, including a register of probate or deputy register, and any person performing the duties of a clerk or register. Guardians ad Litem, lawyers acting as attorneys, policemen, administrative law judges, hearings officers in the executive branch of government and federal judges do not fall within the jurisdiction of the Judicial Conduct Committee.
