The utility is available on their FDCC Blog: Set_FDCC_LGPO: Utility to apply FDCC settings to local group policy. However, before using this approach be certain that you understand the disclaimers on that page. The tool is not officially supported by Microsoft so you may need to discuss what kind of support will be available with your Microsoft representative. Note that NIST is unable to provide support for this tool. You can also implement the settings by creating your own batch files or scripts. You could apply them directly to the registry and leverage utilities such as auditpol.exe on Windows Vista and netsh on both Windows Vista and Windows XP.
