My husband had Hirschsprungs disease when born had surgery for it, now he cannot maintian an erection, why?

When my husband was born with Hirschsprung’s disease, the doctors did surgery within 2 days of his birth and did not expect him to live. He was never circumsized. He had 6 more surgeries over the next 4 years and within his 3rd year had his poop bag removed. The Dr did this in belly area, never in the rectal area. He was 8-12 he had plastic surgery, but still He has massive scars. When he reached maturity he new something was wrong with his penis, he felt inside he wanted to masturbate but he could only get it halfway up maybe once out of 20 times. He still feels he wants to make love to me but can’t “get it up”. A normal guys penis is still there even when it’s not hard, all his is, is the foreskin, it seems like it literally disappears inside of him. It has never gotten completely hard, ever. We have dealt with it thruout our marriage, went to uroligists and have tried every ED drug and shot out there to no avail. He has VERY poor #1 & #2 control also.
