Quebec-based organizations are themselves responsible for confirming they fall under An Act Respecting the Ministère du Conseil exécutif (hereinafter referred to as Act) and to get authorization from the Quebec government before signing an agreement with HRSDC. In order to guide Quebec based organizations, OLES has developed a form (HTML) (RTF) that must be filled and signed by all Quebec-based organizations submitting proposals. Under sections 3.11 and 3.12 of the Act certain entities, as defined in the meaning of the Act, such as municipal body, school body or public agency, must obtain an authorization, as prescribed by the Act, before signing any agreement with the Government of Canada, its departments or agencies, or a federal public agency. This means that an organization falling under the Act can submit proposals to OLES at any time, but cannot sign an agreement before receiving the authorization outlined in the Act.
