My ZANUSSI ZSF6120 dishwasher is not heating water. could it be the thermostat or heating element?

I would imagine it is more likely to be the heater element. If it was the thermostat it would heat the water but not control it to a constant temperature. It would at least get warm I would have thought or even over heat. I am not an expert at this, just giving my point of view.
