NO. The process of tissue growth in penis is irrevocable, therefore, the penis will not shrink, i.e. recover to the initial size, but if you make a longer pause (say 7 days or longer) it may happen that it looks a bit smaller to you ( 2, 3 mm) than it was before the pause was made. This is because you stopped with all the activities with your penis which you did when wearing the harness and which are stimulating to some extent, and make it always fit. As soon as you begin wearing the harness again, the penis will immediately, the very same day or tomorrow recover its good shape.
