Please clarify or define the difference between a state and local nonprofit?

For the purpose of this FOA the difference between a state and local nonprofit is the service area of the nonprofit organization (i.e., the entire state or a local area). All entities listed in Section III (Eligibility Information) are eligible to apply for this FOA. Both state and local nonprofit organizations are eligible to apply for this funding; however, a nonprofit organization must submit a proof of nonprofit status. This proof of nonprofit status must be submitted by nonprofit organizations as an appendix with the application (See page 62 of the FOA for acceptable evidence of nonprofit status).
