Can’t tell much with the picture. Most have a sheet metal cover right in front of the jack handle that just snaps in place. After removing the cover, the hydraulic cylinder will be exposed. There will be a rubber plug, or screw for the fill point in the housing. Unscrew or pull the plug and refill with hydraulic jack oil. The jack must be in the fully down position to prevent over fill. In case you find that it is already full, the ball check in the plunger is stuck or faulty and if you are not good disassembling and reassembling you should take it to a person who works on jacks.
