Rare Candy usage never resulted in weaker Pokemon per se. This is all an illusion created by EV’s. In the first and second generation of Pokemon, the EV cap was extremely high. The result was massive rewards for those who leveled their Pokemon up to 100 legitimately, and even more reward for the dilligent EV trainer. Those who used the Missingno. trick to get unlimited Rare Candies, however, had virtually no EV’s on their level 100 Pokemon and this caused them to seem as if they are weaker. Now, the EV cap is set SO much lower and with the aid of certain elements like the Pokerus Virus and the Macho Brace, which both double EV’s gained, you can max out your EV’s in about 10-20 minutes per Pokemon. In short, using Rare Candies is a good thing, with no drawbacks at all. — It’s a complicated scheme so Atma could avoid some taxes. Clever, illegal little beast. It’s expensive living in the flyin’ continent.
