BRAC selection criteria one and three (current and future mission requirements and ability to accommodate contingencies) address DOD’s commitment to include surge requirements in the BRAC process. In general, DOD determined the Air Force’s surge needs by comparing the installation assets necessary to match current force structure and mission requirements with those necessary to support future force structure and mission requirements.
