Well, see, even if plastic bags are banned, people will still use them.. so by the city council banning paper bags too, the people will realize the city council is comprised of complete idiots and move somewhere else, thus there will be no one in San Jose to use plastic bags.

It sounds like someone at the San Jose California city council decided to force “reusable green bags” down their constituents throats. Afterwards they decided to use plastic bag pollution as a justification. Paper bags just didn’t fit well into their justification but they went with it anyway.
