Should i say somthing to my neighbors about their outrageous drinking/fighting around their children?

You shouldn’t say anything to do them but you should call CPS and explain what is going on- that is not healthy for their children and CPS isn’t going to take the children away for this- they will simply suggest counseling and may even order it and if it still continues at that point they may intervene. That type of behavior is unnecessary for their children to witness.
