Should other elements be included, for example, CCTV, cable TV and lifts in low rise flats?

The number of elements included has also increased following consultation. Respondents suggested that CCTV, communal areas (e.g. drying rooms, bin stores), removal of asbestos, insulation, stair lifts, solid fuel heating, cable TV and lifts in low-rise flats should be added. CCTV and communal areas (drying room, laundry room, drying areas, bin stores, tenant stores, paladin stores) will be included for those archetypes in which they are present. Lifts will be included for flat blocks which have more than 2 storeys. Technical Advisory Group (TAG) agreed that removal of asbestos and insulation should not be included as these constitute improvements instead these should be accounted for in the capital allocations. Stair lifts and solid fuel heating have such low incidence in the local authority stock that their inclusion would have little effect on the MRA allocations. TAG agreed to exclude Cable TV as this is the responsibility of the Cable TV company.
