Germany also has Zivildienst for objectors; it’s more of a matter of establishing national identity for young adults and integrating them in their national society. Turkey has it as well for the first reason. Conscription has more uses than simply keeping your army big, since almost everyone has figured out that professional armies are cheaper and better.
