The University feels strongly that the National Assembly for Wales should be able to make laws on the promotion and use of the Welsh language; about which services the public should be able to receive bilingually; and on the freedom of persons to use the Welsh language with each other. The above issues have a greater impact on the lives of the people of Wales than the rest of the British population and it is therefore appropriate that the power to legislate on linguistic matters be conferred on the Welsh Assembly rather than Westminster.
