That’ what Dustin Gawrylow of the North Dakota Taxpayer’s Association says: An advocacy group spokesman says a proposed two-year freeze on North Dakota`s college tuition rates should include other changes. Dustin Gawrylow is the director of the North Dakota Taxpayers Association. He says if the Legislature approves a tuition freeze, lawmakers also should take back the power to set college tuition rates. The rates are now set by the Board of Higher Education. The Senate Education Committee is considering the tuition freeze bill. It was introduced by Grand Forks Sen. Mac Schneider. I expressed my thoughts about the rather absurd idea of freezing tuition here. While a freeze on tuition might be a bad thing in that it doesn’t address the reasons why tuition keeps going up, having the legislature back in charge of setting tuition would probably be a good idea.
