The decision was made in 1986 by the IOC to separate the two events from the single year. Lillehammer 1994 (Norway) was the first Winter Olympics in the “new schedule” (following Alberta 1992). The main benefit of the split is having a major event to concentrate on organizing, rather than two major events held in the single year. The four year gap between Olympic events was also difficult to retain interest of people (including IOC staff). While there have been very few, it would also benefited athletes who compete at both the Winter and the Summer Olympic games (more time to concentrate on their chosen sports). So, no I do not believe the Winter games should be held in the same year as the Summer games.
