Shouldnt a government agency or committee of experts make the first seed AI?
At present there is no government program in any nation that is pursuing AI research with the specific goal of a seed AI and superintelligence at least none that this author is aware of. Whether or not this approach is sound depends upon the degree of faith you have in a government programs ability to pursue universal Friendliness rather than constituent or nationalist interests. As for a committee of experts, nobody is paying the worlds top AI researches to sit down together and come up with the Friendliest seed AI possible. This might be a good idea, but it would take more than a little luck to get powerful competing personalities at the top of their profession to drop what theyre doing, meet together, agree on a course of action, and stay Friendly. About the best that can be hoped for is a dialogue among researchers regarding Friendliness, and there is reason to believe that this is occurring.
