We measure water quality based on where it is and what it is used for. For surface water, the list you have is a very good start for basic comparisons to other surface waters and previous and future samplings. The tests could be expanded based on the results of these tests or other information. For example, if the BOD was very high, an organic scan could be added or if you were measuring next to an industrial laundry you would want to measure surfactants. For drinking water or swimming lakes, I would say the list is incomplete since it does not include any bacteria testing or metals testing. For stormwater an Oil and Grease test would be added. What you have is a basic list that gives an indication of the general water quality. Yes, pH is dependent on temperature. Most modern pH meters have temperature correcting sensors.
