Specifically, the Deputy Secretary of Defense policy memorandum dated October 18, 2001 (Operations Security Throughout the Department of Defense) and Washington Headquarters Services memorandum dated November 9, 2001 (Withholding of Personally Identifying Information Under the Freedom of Information Act) apply.
