No. You are very much eligible and allowed to write Civil Services Exam. The degree must be a recognized degree of UGC. B.Tech is of course must be a recognized degree of UGC. People might have misunderstood the fact that the Computer Science is not the one of the optionals prescribed by the UPSC in the Civil Services. So you have to opt for a different subject prescribed by the UPSC, that’s all. To get the detail, please go through the model notification given in the book. All your doubts will be cleared.
