it means that social services have identified an issue at home or connected to the child which may put a child at risk it doesnt mean they will be taken away by social services, it just means they will have a social worker who will keep an eye on their welfare and see them regularly there will also be a case conference every few months, which is a meeting of the parents/child if old enough and anyone who is connected with the day to day welfare of the child eg school counsellor or teacher this is to help keep a check on the childs welfare and to suggest other ways they could be helped
