Unfortunately, unless you can show that the water is doing damage to your property, there may not be anything you can do.

However, if you can show that there is some kind of hazard, then you will be more persuasive. 

Is there a health hazard to animals or children?  Is this water contaminated? That might be a good case.  I think I would also question, why is there so much water?  Perhaps there is a leak somewhere that the city needs to address? 

When trying to deal with nuisances, you have to show that there is damage being cause to someone or to something before people will take notice.
