Before assuming a transponder problem, verify if the transponder supports DF17 extended squitter. If DF17’s are being radiated a version of IFR ATC-601 code prior to v3.03R cannot distinguish between DF11 acquisition squitters and DF17 extended squitters, hence the random DF17’s appear as erratic DF11’s. The solution is to install current software version 3.04 which has modified diversity isolation and squitter tests.
