So the numerator and denominator should be consistent if your authority is able to complete the RO3 according to the guidance and you are able to exclude the remand placements from the denominator.However, looking at the RO3 guidance has highlighted to me another possible problem. The RO3 guidance also states that expenditure for children who are asylum seekers should be included in the asylum seekers section not the main childrens section of the form. We will need to take this to the reference group for comments for 2007/08.
