There are many practical daily operational and governance issues such as trash service and LLAD & HOA landscape maintenance that will be done by different vendors operating under different contracts and overseen by multiple government and HOA entities should annexation occur prematurely. There also will be a very serious lack of a cohesive and unified community. This may pit the City’s part of the community against the part that is in the County on a wide range of issues. Tesoro would be subject to conflicting standards and codes between the City and County which would make systematic build out of the master plan difficult. Different jurisdictions, elections, issues and initiatives may effect parts of the community differently. The Board may be forced to make decisions that may not benefit all homeowners. Premature annexation could set up a situation similar to the legendary feud between the Hatfields and McCoys. Annexation later will avoid these problems.
