To apply for both components separate applications must be submitted. Do we download the application twice one for each component titled appropriately, and submit separately?
Yes. Component I and Component II are separate applications. Please identify Component I or II in the title. And these are two completely separate uploads to Grants.gov. Failure to identify applications as instructed will result in receipt as a Component I submission only and/or receipt as a duplicated submission, which will be disregarded.
