To which extent does each State consider that a common understanding of the ADQ IR goes beyond NSA and ANSPs (e.g. data originators)?
At the current stage States are still trying to build a common understanding inside each NSA and ANSP, and between both. It is important that these organisations have a common ground of understanding of the regulation before taking it to outside parties. The ADQ awareness will greatly support this understanding and an important role remains with the NSA.
